Week 9 Update

Greetings Neighbors and Friends,

This week at the State House, our focus remained steadfast on legislative initiatives crucial to protecting our freedoms, enhancing educational opportunities, and honoring the distinguished service of our veterans. This week we worked to reinforce Second Amendment rights, advocated for educational choice, and recognized our veterans' dedication and sacrifice.

Constitutional Carry: A Victory for Second Amendment Rights:

I'm proud to announce that the Senate has passed H.3594, the Constitutional Carry/Second Amendment Preservation Act, which I strongly supported. This landmark legislation, now signed into law by the Governor, affirms our unwavering commitment to the Second Amendment by allowing law-abiding citizens the freedom to carry firearms openly or concealed. This act not only honors our constitutional rights but also ensures stringent penalties for those who violate the law to enhance public safety across our state. While I fully recognize that there are shortcomings in the bill, partly due to changes made by the Senate to get it passed, we can finally say that South Carolina joins the other 28 states that honor the true spirit of the Second Amendment. As a reminder to all of my Democrat colleagues and other naysayers who think this makes our streets and communities more dangerous, it is criminals who commit crimes, not law-abiding citizens. This new law does not make it easier for criminals to get guns and carry them around, because they don't follow the law in the first place! It does create a higher probability that in the event of an attempted crime, active shooter crisis, or other horrific circumstance, there might very well be one or more law-abiding citizens who are in a position to intervene or at least protect themselves. And now that our Sheriffs' and police departments will have more support to get guns out of the hands of criminals, hopefully, we can reduce crime in our communities.

Revolutionizing Education: Enhancements to the ESTF Program:

Our resolve to empower parents with greater control over their children's education took a significant step forward with the introduction of revisions to the Education Scholarship Trust Fund (ESTF) Program (H.5164). These updates streamline the application process, ensuring a more efficient use of educational funds, while expanding program accessibility. By expanding this program, we're making strides toward a future where every parent has the freedom to choose the best educational path for their children, further enriching our state's diverse educational ecosystem. This bill passed favorably out of committee, and I expect it to be on the House floor in the coming weeks. The biggest reason for revisions to the current program so quickly after passage last year was input from the public and the Department of Education. Adding to that, we are in the current application period for the program, and so far well over 5000 applications have been received. The deadline is this coming Friday, March 15th, and the data clearly demonstrates that many parents want to be able to provide alternative schooling for their children's needs. Regarding homeschooling families, we heard from many, many people that were afraid that opening this scholarship program up to them would also open up the likelihood of government control over the homeschooling process. An amendment made during the Education & Public Works Committee meeting completely blocks the government from requiring curricula or testing that would interfere with the spirit of freedom offered by homeschooling. The goal is to eventually have Universal School Choice, where every family will be able to determine the best educational path for their children, and this change is a meaningful step in that direction. My husband and I as well as both of our children are the products of public school education all the way through high school, and I heartily support public schools, but that direction does not work for every child in every family.

Honoring Our Veterans: Recognizing Military Training in Education:

The passage of H.5105 marks another milestone in our commitment to supporting our veterans. This legislation guarantees that our technical colleges recognize and award college credit for military training and experiences. This not only respects the valuable skills acquired through military service but also aids veterans in their transition to civilian careers, strengthening South Carolina's workforce.

In addition to passing the bill, on Wednesday we hosted guests from the American Legion, including the National Commander, the Honorable Daniel J. Seehafer who spoke to a Joint Assembly of the House and Senate. His message of working together to support our veterans, especially in reducing homelessness and the suicide rate was both sobering and inspirational. 

The Honorable John W. Kittredge Elected as South Carolina's New Supreme Court Chief Justice:

Wednesday marked a significant moment for South Carolina's judiciary as we elected John W. Kittredge as the new Chief Justice of the Supreme Court. A native of Greenville, his extensive judicial experience and commitment to fairness and the Constitution promise to guide our highest court with wisdom and integrity. I look forward to the positive impact his leadership will have on our justice system.

A Preview of Next Week’s Budget Debate: Commitment to Fiscal Responsibility and Community Support:

Next week promises to be pivotal as we're set to debate the state’s budget (H.5100). This comprehensive budget not only reflects our state's economic success but also reaffirms our dedication to prudent fiscal stewardship. This budget thoughtfully addresses essential areas such as education, healthcare, infrastructure, and economic development, ensuring that our growing needs are met while maintaining our commitment to efficiency and fiscal responsibility.

Key highlights of the proposed budget include: 

Targeted investments in rural communities, which are vital to our state's economic fabric. 

Recognizing the invaluable role of our first responders, we are prioritizing mental health support with a significant allocation for PTSD treatment, underscoring our commitment to their well-being. 

Infrastructure remains a top priority, with strategic funding earmarked for critical improvements, ensuring the longevity and safety of our state's roads and bridges.

Enhancements to the SC Legislative Tax Credit for first responders.

As we prepare for the upcoming debate, I am confident that this budget will serve as a testament to our fiscal responsibility and our relentless pursuit of creating a safer, more prosperous South Carolina for all.

Around the District and the Lowcountry:

Last week we welcomed the State Champions of the Oceanside Academy Football Team, and also honored the Girls' Tennis Team. It was so exciting to have approximately 50 members of the football team appear in the balcony of the SC State House Chambers to be recognized and honored for their outstanding achievements! Thanks to Coach Chad Wilkes for bringing the team to Columbia, and for Athletic Director Mark Meyer for making the arrangements. We would have loved to see the Girls' Tennis Team in person as well, but they had a separate club tournament and were not able to attend. Fortunately, their great record of accomplishment follows a championship last year where we were able to greet and honor them in the State House last spring.

This week, we had lots of visitors from the Lowcountry. The Charleston County School District brought a number of teachers and administrators including Superintendent Anita Huggins.

For Mental Health Advocacy Day, we had representatives from the Alzheimer's Association as well as members of Mental Health Matters.
